April was about governance. May was about capital and institutional weight lining up behind the agent economy — and a new category forcing its way onto our board.
THE FOUNDATION COMPOUNDS
The Agentic AI Foundation welcomed 97 new members in a single wave, crossing 190+ organizations in under six months, with AWS, Microsoft, Google, OpenAI, Anthropic, and Cloudflare at the Platinum tier. A six-month-old body stewarding the protocols everyone depends on, with that membership, is a rare structural position. It is why the Foundation itself — not just the protocols it governs — ranks in our Certified tier.
A BANK FOR AGENTS
On May 20, Catena Labs — founded by Circle co-founder Sean Neville — closed a $30M Series A (about $48M raised total) to build a regulated, AI-native financial institution for agents, and disclosed a filing for a U.S. National Trust Bank charter. Seeking a bank charter is the highest structural bar a payments player can set for itself. Catena enters our board on the Watchlist: extraordinary ambition and pedigree, but pre-charter and pre-adoption. The honest read is that the thesis is bought, not yet proven.
GOVERNANCE ITERATES
Singapore's IMDA published v1.5 of its Model AI Governance Framework for Agentic AI on May 20, incorporating feedback from 60+ organizations including OCBC, PwC, Tencent, Workday, and Google. A government framework that ships a point release with named industry feedback in four months is behaving more like a product than a policy document — and that operational discipline is what separates it from the many frameworks that get announced and abandoned.
THE BOARD
May is the month "Agent Payments & Commerce" earned a permanent column. Between x402's foundation, Catena's raise, and the standards work folding into FIDO, payments went from a slide to a sector. The tension across the category is consistent: the funded-but-early (Catena, Skyfire) carry strong Structural and Behavioral scores but thin Adoption Legitimacy. We will not reward a partner list as if it were a customer base.
