April 2026: the protocol layer went neutral in earnest. The x402 payments protocol and Google A2A consolidated under the Linux Foundation, FIDO opened an agent-authentication working group, and Microsoft shipped its Agent Framework. Governance, not features, separated the board.

L'AURA INTELLIGENCE BRIEF — ISSUE NO. 02 THE PROTOCOL LAYER GOES NEUTRAL April 2026 If March hinted at it, April confirmed it: the durable advantage in the agent economy is migrating to neutral standards bodies, and the projects that get there first are pulling away on the MoatRank board. PAYMENTS GET A FOUNDATION On April 2, Coinbase's x402 — an HTTP-native protocol that lets agents settle stablecoin micropayments using the long-dormant HTTP 402 status code — moved to its own x402 Foundation under the Linux Foundation, with 20+ founding members including Google, Stripe, AWS, Visa, and Mastercard. That member list is the story; rarely do those names sit on the same governance body. The honest caveat we flagged: transaction counts are high, but real on-chain volume was reported at only ~$28K/day in March. Demand is still early, which is why x402's Adoption Legitimacy lags its governance. IDENTITY GETS SERIOUS On April 28, the FIDO Alliance — the body behind passkeys — opened an Agentic Authentication Technical Working Group to standardize how agents authenticate and transact on a user's behalf. OpenAI joined the next day. This is the highest-credibility governance venue to enter the agent-identity race, and it ingested prior work from Google's AP2 and Mastercard's Verifiable Intent rather than starting cold. THE APPLICATION LAYER FIRMS UP Microsoft shipped its Agent Framework 1.0 (April 6), merging AutoGen and Semantic Kernel and moving AutoGen to maintenance. OpenAI's Agents SDK shipped a "Next Evolution" release (April 15) adding sandboxed execution and a subagent primitive. Google's A2A passed 150+ supporting organizations. And Galileo, the agent-evaluation platform, was acquired by Cisco (April 9) — a reminder that independent roadmaps end at acquisition, which is why we cut its Governance score. THE BOARD The pattern is now explicit on MoatRank: neutrally-governed protocols (MCP, the Agentic AI Foundation, x402) anchor the top tier, while single-vendor frameworks — however widely adopted — are capped on Governance Maturity.
